I have a 97 Z-71 with classic valve body symptoms. Is the dealer obligated in any way to replace this? Truck is not under warranty and has 84k miles.

NO.
A TSB is information pertaining to a specific repair and does not intend or imply that the repair be covered under warranty

Usally the only way GM pays if there is a recall. I have hear that some times when someone writes and calls GM alot they have paid part of the repair if it pertains to the TBS.

yeah, but usually with something that old...your out of luck.
