Bad Stock Turbo

Hey guys I think I may have a easy question but maybe not. Here is my problem. I have a 95 talon tsi 5 speed. Now the car has 120,000 miles on it, Buts she is in good shape, anyway i am pushing around 17 to 18 pounds with spikes around 23. Atleast i was. When I would floor my car my boost gauge would read around 20-22 in just about every gear and i would have to let off the gas just a little bit and lower it down to about 17-18 too avoid the fuel cut. well now when i floor it the gauge read about 17 and then it slacks down to about 11-13 and it drops fast to. and some times it rises back up slow. its wierd. and now it smokes a good bit to, and it smokes even more if i let it idle for about 5 minutes or so and then rev it up a little. A good size cloud comes out, and i also notice a new noise on the turbo like a humming sound when it starts to spool up. So i guess what i am asking is, Is there a way to check if my turbo is bad, Any tricks to let me no if its bad. The motor sounds fine no knocks or pings no blow by, And compression is good. Thanks guys and help me save my 2g, God knows i love her.

I never kept the boost at 20+ it just hit that when i floored it and the boost would stay that high if i didnt let off, But i have to because i will hit fuel cut. I have heard people say that the stock turbo wont go that high but i promise it does. I know it shouldnt but it did. If it helps any here are my mods, Limited slip,2100lb clutch, 3inch downpipe(cat eliminator) 3"full exhaust no resignators. Hks(bov).

have you checked your turbo for shaftplay? i'm thinking that it's shot. the buzzing noise that you're hearing is the blades hitting inside the turbo.

How exactly do i check for shaft play

Take off your intake and wiggle the shaft on your turbo to see if it moves. Movement=shaftplay=bad

wiggle it side to side, up and down and in and out. there might be a very little bit of movement, that's alright but anything more than that is baaaaaad.
