So my friend came over an ad online for a 2001 S2000 that was in a fresh water street flood, the interior was cleaned and is in decent condition, however "The engine will not start. There has not been an in-depth mechanical evaluation conducted to determine it's condition.". From a flood in general, how much damage would it have done? would it be easy to fix it, (im pretty handy) they are asking $6100 obo...what do you guys think?

What's happened to the motor is something called "hydrolock". Theres no way around it. A complete rebuild or a new motor is a must. Also keep in mind that all electronics (such as the dash, which is fully electronic on the s2000) are also likely dead. I'm not sure what a new motor/tranny/ecu/electronic components are from honda. But I would assume its rather expensive. You would be better off buying a used JDM motor.

Assuming that the interior/exterior of the car is in decent condition. $6100 sounds like a really good deal. That is, if you can get a rebuild/new motor for a good price.

Also keep in mind that the car will now be a salvage title. Insurance on an s2000 is fairly high to begin with. I can't even begin to think how much it would go up with a salvage title on it.

To tell you the truth, if I were in your situation. I'd be pretty doubtful. Make sure you get the car checked to see what other damage there is. Water+Cars can be a tricky thing.

any electrical equipment under the carpet should get replaced, this includes wiring and computers.

I wouldn't touch a flood car, problems may not show up right away but they will eventually. That's why they get "totalled"
