programming keyless remote

I have a 2003 Highlander with 2 keyless remotes which do not work. I have tried different programming instructions but they still don't work. Can anyone help me program these remotes?

You sure you have the correct remotes for your Highlander?
There should be FCC: HYQ12BAN for the factory installed system,
and FCC: BAB237131-056 for the Dealer or Port installed system.
If your instructions are not working, you may have the wrong remotes.
