Sounds to me like the pulse board could be your problem. I'm not sure about the '95s, but this was a typical problem for 97 and 98 models of Chevy & GM trucks.

Do a search on this forum on wiper problems, you'll get quite a few hits.

I just replaced that board on my 98 Blazer. and it fixed the crazy wipers (that would go for a year after I cut them off and sometimes not work at all). The pulse board was 30 bucks at Advance Auto Parts and it took me like 20 minutes to get it in (and I'm a slow non-mechanic).

When you do the search pay attention to the DYI fix involving re-soldering the part of the board where the connector attaches. I did this and it is working fine for 6months now. this is one of those items where you can really appreciate the service provided by this forum. I had the car to several mechnics who all had different ideas inclcuding replacing the wiper multi-switch. Its great to look here and try the easitiest and cheapest suggestions first.

I tried fixing mine, but it still malfunctioned even after "fixing" it. I even resoldered every connection on the board (not just the connector) that looked less than perfect - no dice. I finally just bought a new pulse board, since it was raining hard and I needed good wipers. At least it's cheap, unlike every other Blazer part I've bought. My wife's Toyota Solara (she came with it when we got married - I didn't buy a Japanese car - haha!) has cheaper parts than my Blazer, and hers is almost new! Mine has 120,000+ miles and is a 98. Shouldn't our parts be cheap by now, given that they are for cars that are mostly already beyond their design lifespan? :iceslolan

I do not know about toyota parts but I have found that chevy dealer is not the plact to buy most parts. I paid 40 bucks revnely for a little wire cage that attached to the springs under the front seat (another thing that wears on these cars I have heard)
But prices at auto parts stores seem reasoanble. For example the wheel hubs for my 2000 were around 120 each I think at advance auto and over 400 at the dealer.

isn't there a recall for blazer/ jimmy's and even trailblazer's wipers? I'd call your dealer to check.

There's no recall for my 98 Blazer for wipers. I'm not sure about other models, though. Here are the TSB and (one) recall for the 98 4x4 Blazer with engine code 'W' like mine:
