at TDC valves should be both closed. remove the spark plug, and have someone turn the crank bolt. use a flashlight and look into the hole. that should get you close, then look down at the crank sprocket, there will be 2 triangles. one will be immedaitly above the sprocket pointing down, and on the sprocket there will be a triangle. line up the 2 points of the triangle and you will be set.

In addition to the flashlight, I use a long straw, or more than one if you are checking a neon....This way you know if the piston is moving up or down.

When putting on timing belt if single over head cam the timing mark on cam gear goes up and crank is also up. There are alignment marks on the gear and the block and head to align marks.
On a dual over head the cam gears has marks that will point to each other. There is a alignment mark on crank gear to align with mark on block.
These mark are a must if they are not right it will be off. If marks are in right place the valves will be too.
