i cant move anyways, not old enough. But i live in washington state. This would make me want to move to the other side of the country, to get as far away from cali as i can if we are going to have these crazy emissions now. Emissions here are already a bitch, i didnt ever think they could get worse...

It says that automakers will be required to have smaller engines, this will probably lead to turbochargers becoming more popular, don't you think so? This is good in a way, I mean look at all those big trucks, they probably pollute so much, but it sucks that car modifications will be sooo limited.
By the way I think this should have been in the off-topic section.

Alright, I would really have to read the entire bill before I make any sort of real judgement but here is what I gleaned from the article:

You can't bring cars (new cars or any car?) from any place that isn't run by a bunch of anal assholes.

The new standard would apply only to the 2009 model year and forward.

And the good part at the end:

Apparently, emissions tests would be phased out. No more smog testing.

So from what I gather, as long as you aren't buying a new car, you'll be able to drop that RB25 in and not have to pass an emissions test.

According to the article (however old it is...todays?) it wasn't passed yet. It passed the House of Representatives and went to the State Senate. Apparently Washington had to either go with the federal guidelines on emissions or the Californian version. The Senate then proceeded to make changes to it and sent it back to the House to get the okay from them. They passed the revised version then sent it to the Governor for approval. The hold up on it getting passed is whether or not the changes made where legal, which the Governor is investigating. Thats what I get out of it anyway.

Here is the bill:
http://www.leg.wa.gov/pub/billinfo/2005-06/Htm/Bills/House%20Passed%20Legislature/1397-S.PL.htm

I'm sorting through the legal talk and ammendments now, trying to find the oh so interesting part they mentioned about not having to smog cars eventually.

2) Motor vehicles with a model year equal to or later than the first model year for which new vehicles sold to Washington state residents are required to comply with California motor vehicle emission standards are exempt from emission inspections under chapter 70.120 RCW.

Meaning: If your car is built to the new standards, you do not have to smog. 2009 and forward cars will not have to smog if this bill passes. The rest of us are still fucked.

Damn it. Stupid article got everyones hopes up for nothing. Sorry boys and girls, our tailpipes will continue to be violated.

EDIT: However, cars 25 years and older are still exempt. So grab a 240Z, stuff an twin turbo VH45 under the hood and have a good time.
