1990 geo metro tensioner plate

I Removed The Tensioner Pulley And The Tensioner Plate,does The Metal Tit On The Left Of The Plate Ride On Top Of The Pulley Or Does It Go Behind The Pulley? I Can't Tell By The Manual The Dude Has His Thumb Covering The Plate In The Exploded Pic. Thanks

There should be a small hole in the back side of the pulley that it fits into
