cant move shift lever out of park?

1996 mpv van, 6 cyl, tilt steering wheel, I went to drive van, but can not move shift lever on steering column out of park.... any ideas on why it wont shift and what to do?? heard it could be brake actuator????

Did you try the shift lock overide button or switch. Mine located at the bottom of my steering column.
