Flooding & fouled plugs, what's going on?

Our 1988 Ford F250 has been having a problem with flooding and is using to much gas. When the truck is started the plugs become fouled and she cuts off and won't start unless the plugs are removed, cleaned and replaced. Sometimes this doesn't even work. Any info to help solve this prob would be appreciated.

have you had the fuel pressure checked,the fuel pressure regulator could have ruptured.
