Popup Headlight doesn't popup anymore

Tried searching, but didn't come up with anything except the manual switch inside, but tried that, and also, it's just the passenger side headlight the doesn't pop up any more. I just replaced the motor, and it still doesn't work. Is there a solenoid or a control box for these headlights? If so, where is it located? If I manual raise the headlight up with the motor (and the other headlight is up) hit the manual switch to put them down, it goes down, just won't come back up. Any help would be greatly appreciated. This is an 89 Accord LXi 4dr.
