My daughter-in-law's 2000 turbo Beetle, with 60K miles, makes a high pitch sound when started and sounds like a jet turbine winding down when the engine is turned off. Is this likely a bearing issue in the turbo charger? Is this typical for a turbo VW product? Is this something a decent DIY guy (with no experience with VW products) should attempt to repair?

2000 turbos last about 80-100k normal driving.

New turbo $1200-1600 w/o gaskets

The car is a 1.8T and and I made an error as it is a 2001 model. Thanks for your response.
