Engine cooling fans are not running... plz help

i have a Toy camry 1993 5fse

The cooling fans are not running when the engine is warm and hot. I Replaced old with new thermotat. still didn't work. The cooling fan motors are fine because they run when Air conditition is turned on. I think the temperature switch (below the radiator) is also fine because i once saw fan #2 running when i jiggled the #2 relay when the engine was still hot. so, i thought the relays were bad. but after testing the relays (3 relays: fan1 fan2 fan3) with the ohm meter for the continuity. They were good like they suppose to be. Put the relays back in the fuse box. turned on the engine let it hot but still no running on the fans.

After the whole day in the cold trying to figure out what was wrong I still couldn't come up with a conclusion. What do you think is wrong with my cooling system? Please help....Thankx

I am working from memory here, but I think if you were to jumper accross the temp switch (bottom of rad,but easier if you follow the wire harness across the bottom of the rad to the drivers side, you will find a connector at the top of the rad on the drivers side) the fans should come on. That would indicate a bad temp switch. I believe when the temp switch senses hi temp it completes a ground circuit to the fan relays. Good luck.

the fans only come on above 1/2..... if they do not come on at all i would look at that temp sensor switch.
