electrical/fule delivery problem

my 87 s-10 blazer died on me, and once i got it towed home, i tried to pinpoint the problem. so, the fuel pump doesn't run upon setting the key/ignition to run (it shoud run a few seconds before shutting off in run position prior to twisting key to start). also, the fuse for horn/dm keeps blowing. now, i know the horn has nothing to do with the fuel delivery, and the dome light shouldn't either (true?). but what hidden connection am i missing here? there's something funny going on, and the 20 amp fuse in this slot so blowing upon replacement, and the truck won't start or go (fuel pump not running). i don't want to have to remove 13 gallons of gas, drop the tank, and check/replace the fuel pump if there's some other short circuit i could be dealing with.

any advice or knowledge about this scenario out there?

no sugestions except if you have to pull the tank to replace the fuel pump it might be a good time to drop in a 20 gallon
