performance chip?

Sometimes, I'd like to have more horsepower...while others I'd like to have increased gas mileage. Would a performance chip be best for me? Or, how about a programmer (for the ECM?)
What I understand is the fuel injectors need to change the fuel/air intake. Basically, that's it (right???)
Also, would a new cat-back system give me more hp and/or better mpg (or is the stock system good enough?)

The two main thing that is keeping your MPG down is aerodynamics and weight.
My 2 cents on the chips for the Rodeo = Junk.

If you got a chip that optimized A/F ratios and optimized transmission shift point how would you equate that to junk?
