1988 Cougar questions..any help appreciated

I am seriously considering buying this 88 cougar for my girlfriend to drive. First he says it has a rebuilt motor. It is the 3.8 v-6 and states it was bored to a 305 5.0L. Is this possible with that engine? Second after talking with him he can't get it started. How expensive and how hard is it to replace the starters on these cars? This is what he thinks the problem is as I have not heard it run yet, only seen pictures in the ad and drove by it when they weren't home. I've never owned anything but GM so those are what i know. Lastly he wants $1950 for it and it has 30k on the rebuild and 174k on the body and tranny. What should a good price to offer be? It only books for $1200 or so.
