The cowl tag should have a "Z15" on it. The tag is located on the firewall on the drivers side just below the windshield, under the hood. As for the legal aspect, I'm no lawyer.

1982 was the last year for the SS from GM the later model where produced by Choo Choo Customs of Tennesee. I noticed on the ebay ad that it is listed on the lower discription as a 1982, I think the the ebay header was in error. Like he said you can look at the cowl tag and check the model i.d. I would talk to the seller first to try and resolve the issue. Also not sure what you paid for it, but it is a nice looking car and with that kind of low miles and the condition you can't go to wrong. :2cents:
