Idle too high on my 95 Civic

Hey everybody I'm new here.Please can anyone tell me what would make the engine lope on startup then when you tap the gas it starts to run the idle very high but there isn't a check engine light. Any Help would be a great help (by the way it has had the power steering taken off by previous owner)

Bad Idle Air Control Valve, Electronic Air Control Valve, Fast Idle Control Valve. it's one of those, i can't rmember off the top of my head which one the 92-95 has on it. But they r all basicly the same thing, controlling the same thing.

edit: IACV = Idle Air Control Valve, EACV = Electronic Air Control Valve, etc.
