How to reclearcoat metal rims

I just bought 4 16" Camaro Iroc-Z rims from my friend knowing that the clear coat was starting to peal. As of right now i think i know how to do it but can you just give me your feedback on what you think. I'm just gonna sand the wheels with 400 and then 800 sand paper. I will also sand the light grey color on the inside of the "spokes" so that i can paint it a darker color grey to match my car using spray paint. After the new grey is on i will spray clear coat onto the entire rim. DOes everything sound good? Would you suggest sanding off the old grey or do you hink that will cause a problem? Where the gold is on the rims in the picture is where the grey is on my wheels.
