Use a high quality paint stripper. You can pick some stuff up at Home Depot (circa 1841) or something like that. It goes on as a gel, eats the paint and then you rinse it off. Be ready for some elbow work and I would suggest having a compressor with a die grinder and stripping discs to remove (grind down) the factory machining lines and help with the initial polishing. I did the rims on my wife's grand am and they looked amazing. A lot of grinding, sanding and wet sanding and polishing though.
