Are the turn signal's staying lit or just won't engage the flashing lights?

Sounds like a ground/short problem or the relay is fried. Good Luck

I have the exact same problem on a 1994 model. All lights work, the flasher works (emergency flashers work), lights stay on when the turn signal is engaged, and will not flash.

I had a similiar problem with my '95 cavalier. The turn signals first only stayed on, then wouldn't work at all. There are two relays for our cars, the hazard relay located under the dash by the brake and the turn signal relay which is located behind the instrument cluster. To get at this relay, you need to take the top of the dash off, and the relay is hidden behind the instrument cluster. It is attached to a small c-clip and is a bit of a pain to get out.

Crazy as this might seem, it is possible you have more than one bulb burned out! Your symptoms seem to indicate this. One of my 94s was murder on tail lights. The mounting config of the rear lighting assy subjected the bulbs back there to some nasty vibes, and this would literally shake the bulbs into oblivion. Sometimes they'd work, then they'd quit again. The filament would disengage from the connection and shake back onto it temp.
My solution was to replace the bulbs with high-Q bulbs. I'm now a fan of the Osram/Sylvania line. I used to use Unival; but they crapped out so bloody often.
Here's a perk btw. I've used Sylvanias Blue line of headlite bulbs, and I saw them being plugged for like $24 a pop! I paid $10.79 ea for em! Didn't know they were all the rage till I saw a post to Af.com. I switched to the XL's for better xtended lighting, (in moose country...lol)

Sorry to prate

Tookie
