and then it goes away until you turn the car off then it reapears (as you turn the key off). The car has a manual transmission and the sounds seems to come from the driverside engine compartment. The starter went out and that was replaced today. It has been making this noise for awhile and I had hoped replacing the starter (stoped working) would have fix the issue, but no such luck. TIA

It could be the timing belt. See Technical Service Bulletin 98-20-005 (http://www.hmaservice.com/webtech/iindex.asp?id=7934#_7934).

You may want to look around Hyundai Webtech (http://www.hmaservice.com/webtech/default.asp)for other possible causes/problems.

TS out
