Cigarette lighter plug not working

I have a 1999 Mercury Cougar

About two days ago I pulled out a GPS adapter from my cigarette lighter socket. The plug from the GPS broke inside my cigarette lighter socket. After removing the pieces from the broken plug, the cigarette lighter socket does not work. I talked briefly with a mechanic and they said that a fuse is probably blown. I searched all over the place I see no fuse for that socket. I looked below drivers side fuse box and the drivers side fuse box below the hood. Can anyone tell me where the fuse that operates the cigarette lighter socket is located and which fuse is it. Or are there any ideas why the cigarette lighter socket does not work. Thank you

its fuse #27 under the drivers side footwell.

My Cigarette lighter plug is not working. I know fuse #27 under the drivers side footwell is blown. When I try to put a new fuse in it blows again and I pulled some of the wires out from behind the lighter plug and I didnt see any cerosion. Any ideas I would greatly appreciate.

Disconnect the the lighter and see if the fuse still blows.
Using a wiring diagram, you can trace the circuit until you find the short.
