starter problem with L200, maybe?

my 2001 L200 has develped a new problem.

when i turn the key, the engine makes the sound when a battery is low (trying to turn over, but not quite making it). then, after a second or so, it turns over fine. if i kill the ignition and start the car up again, there is no problem.

if the car sits for 45 minutes or more, the same thing happens. i wouldn't be worried, but the interval between turning the key and having the engine actually turn over is getting longer by the day...

the battery is holding its charge fine. the alternator is charging fine. could it be the starter?

is this a simple fix? what would that fix be (i'm working on a very tight budget).

I am having the same problem with my L200 '01 Saturn. It is happening more and more. It only has 30,000 miles on it.
