jdm swap problem

I just swapped a JDM h22a engine into my 94 si prelude, and we have run into a problem.
The engine will run but we can't get the car out of park with the JDM ECU and TCU unless you put the key in the shift lock, but when you have the JDM ECU and the American TCU, the car functions correctly. Why doesn't both JDM products work correctly together. Does it have to do with the anti lock system in the JDM key?
