4Runner w/ popping sound...back from dealer

Well, it turns out that popping sound was diagnosed as a broken left front stabilizer link. Total for replacement w/ labor: $170.
I also had them repair a seized parking brake....a problem I've had for a while. "Free up rear parking brake pivots
"Free up and lube parking brake pivots"
To my surprise this was $250!
Does this charge seem reasonable?
