What is the best way to build a performance, low compression B16 head? What parts, port & polishing?, 3-5-multi angle valve job? I want to build a B16 headfor turbo application. Just need a little help.

For a turbo application you want a low compression block (pistons), not head. Building up the head will just give you more power out of the boost (besides new valves to prevent valve float). But if you still want to build up the head, then go with some turbo cams, a P&P, and valve train. I've seen some dyno charts that made some really nice numbers with that setup. I'm sure a multi-angle valve job will help also.

Valve springs prevent valve float, not new valves.
