VW 210 tool setup question

Can't find any instructions on how to adjust and use the vw210 timing belt tension tool.
How far in or out should the gray sleeve be screwed for an 82 Rabbit diesel 1,6L pickup?

I bought the tool at a VW dealership in Atlanta, Georgia and asked the parts guy to ask a mechanic how to set it. He went and got a mechanic that wasn't much older than the truck who had never actually worked on a 1.6L diesel and did a very poor job of lying about how to use the tool...

With the cam bolt loose (unlocked) & the fuel pump pin out tighten the tensioner until the scale on the 210 tool reads 12-13. Lock the tensioner & cam bolts, rotate the engine twice, recheck the timing marks & fuel pump timing.

Or, for a quick check, grasp the belt between thumb and first finger and twist it. If you can twist it about 90 degrees, you're in the ballpark.

That's not a good check for the Diesel engine, it will work okay for a gas model.
