Anyone know if there is a sensor/relay that regulates fuel to the injectors on a 96 3.0L????

The only thing that regulates fuel to the injectors is the pressure regulator. The pressure regulator is hard to get to on the 3.0, it's underneath the upper intake manifold; it's a round looking object with a small hose going to it usually mounting in a fuel line going to the injectors.
