93 escort 1.9 litre timing

ok i have a 93 escort 1.9 litre.
i just replaced the water pump and timing belt. what i need to know is ,when i set the number 1 valve to top dead center whitch valve is the #1 valve ?
is it the valve closest to he distributor or the valve closest to the timing belt?
right now when i turn it over it just goes real fast,also it pushed water into my exhaust .i think i set the timing wrong and water went through the wrong valve?

Water should'nt be coming out your exshaust no matter how far off the cam timing is.

There is a arrow on the cam gear, and a dot on the head above that. Just point the arrow up at the dot.
The timing belt crank pully has a tab that points up at a mark. Line both up and set it there.

The water could be getting in from the intake manifold gasket or head gasket. Or you have a cracked head.
