hey i have got a 91 camry and there is this lever that says emergence release lever and i pull it and on my dash it says fasten seat belts but nothing has happened what is this for??

it's an emergency belt release. In case of accident and panic you pull that instead of fumbling over your belt lever.

The emergency release lever is only for the shoulder belts, lap belt release is as usual.
