93 GT crankshaft pulley question HELP

I keep throwing the alternator and AC belt on my 93 GT , Something does not look right on the crankshaft pully. The inner pully is a ribbed pully but the outer pully is just rubber, Its almost like there should be a ribbed band around it?????
