If I get my car reffed after I swap enginine?

I'm going to be getting an Integra LS block with a GS-R head (hopefully no later then february all of this will be happening), and was looking into getting my car reffed, but what exactly is it you're doing when yoe get your car reffed? I heard that if I get my car reffed after the swap, I'll basically be getting "stickers" (what ever the hell that is) that will allow me to smog my car and register it in California so that I can drive it on the street, and not have to worry about getting fix it tickets. Is this true?

its called getting your car BARed. if you car passes the tests they perform, they will give you a sticker which says your motor is legal and so on...
