I have a 10" Infinty Sub that has part of the speaker ( not sure what the part is called) unsealed from the rest. Its the outer rubber part that is unsealed to the inner cone(?). like a 3 " opening. my friend said i can glue it back but dont know what kind of glue to use and the correct procedures.

I'm guessing that the part you're talking about is the surround. I had my surround rip on my on my very first Pioneer sub, so I took silicone to it to seal it. Worked pretty well for about 3 months. then I decided to just take super glue to it, that worked for like 1 week. then I gave up and trashed it.

we had a jl sub tear and placed some automotive goop on the tear and built up a pretty good layer of it. that should do the trick.
