I just bought this car. The air flow does not change when the buttons are pressed. The lights on the panel change though.

I have the same problem. Have you found out what it is yet?
A friend has a '96 with a similar problem and it is a connector behind the dash that connects all the vacuum lines and the connector has degraded. So the connector doesn't let air flow through anymore.
