New intake, new exhaust, and new header. Ensure the exhaust is mandrel bent and goes from the cat back. After that, you can get new camshafts, which will require new valve springs and retainers. Then adjustable cam gears and a new intake manifold. You should be good if you get all of that. The order I listed the items in, is the order you should get them.

Basically you need to decide what your hp goal is then ask the question what do I need to reach this amount of hp. That will determine what you need to do. I for example you wnat to see around 200whp then the mods listed in the above post will not even get you close. Come back with an amount and what the car is primarily going to be used for, then we can give you a list of better options.

The mods listed above WILL get his GS-R close! A good set of Camshats and cam gears can bump up 20hp. He can add some high comp pistons and P&P the head for some more gain. But these numbers will make him a fierce competitor in the N/A department.

There is always FI!

Well you are right and you are wrong in a way. Yes those mods could get him close but he will need a whole lot more stuff than what is listed.
example: Camshafts will as you noted need a higher static compression piston so that the dynamic C/R is where it needs to be. Also along with pistons you are going to need the cylinders honed, then you will need a full set of bearings and gaskets, if you don't want reliability issues you are going to need to use factory gaskets and I would also suggest factory bearings. Now at this point we have gone far past the novice mechanics ability. As for the cams they will need to be tuned with the cam gears and ECU tuning as well, more money, lots more. Now the P&P big money as well. Basically one mod leads to another if you want everything to function correctly. This leads to alot of cost and you are also going down a path that you are uncertain what kind of power and performance you will end up with.

See so basically I was suggesting that he come up with a goal and purpose for the car then decide what mods to do, that way he will save alot of money and time and cut right to the chase.

I agree, an overall goal will make it much easier to give advice. Also the intent of the car will help. IE, auto cross, drag, street.
