What would cause the parking brake to be on all the time ?

If it is the light worn out breaks or lack of brake fluid. I had my light come on all the time for awhile and my dad told me to put in brake fluid. Light went right off. He said as breakes wear they need more fluid to compress the brake as they have farther to travel to reach the drums or discs.

I added a little brake fluid and voila, problem solved.
