Yes you can. It is done here quite often since aftermarket turbos are so expensive here in New Zealand.
They use a T28 shaft (same as the GTiR) with steel wheels on the compressor and turbine. The core is bored out and a bushed bearing inserted, with the housings machined out. Also don't forget to get the internal wastegate opened up as large as it can be to relieve the extra flow.
Power should be good for around 500ish if done properly.

do you use a 360 degree thrust bearing??
My turbo rebuilder mentioned using a ford turbo coupe (thunderbird) compresor wheel, but I am not certain as to what other specs he was thinking.
