1999 Accord OBDII Codes P1166 and P1167

My sisters Honda Accord "check engine" light came on one month after passing the California smog test. Honda of San Francisco diagnosed the codes as P1166 and P1167.

P1166 = Primary HO2S (No. 1) Heater System Electrical
P1167 = Primary HO2S (No. 1) Heater System

They swapped the O2 sensors, but the codes still registered. So far $120.00 owed for checking what's wrong, but they have no idea what is the real problem. They gave an estimate of $340.00(low) for furter diagnosing the problem and stated that the actual cost can go up or down. He stated that if it's only a pinch wire then it will be around $340.00, if it's ECU then it will be $2,500. So far they have charged $120.00 for swaping the O2 sensors, and want's her answer in regards to procedding with low ball figure of $340.00 to find out what's wrong.


My question is, do I proceede with Honda of San Francisco doing more of the diagnosis, although they have no idea what the problems are? So far the amount owed is $120.00, and they have stated that min. of $340.00, but they won't know unless they continue their diagnosis.


For now I have told my sister to bring the car home so that she can get a second opionion. I told her to just pay the $120.00

I also called Honda Consumer Affair number(1-800-999-1009) to find out about their emission warranty. The customer service agent, although friendly did not have a clue about her position. She just wrote down what happened and just stated "all Honda dealerships are independently owned." She also stated that 8/80,000 miles warranty for catalytic convertor, and some parts of the ECU. I asked her if she can email or send me what parts are covered and what parts are not covered and she stated "we cannot," but you can look that up from you warranty book. Hmmm... odd.


Also, will the car perform differently with those two codes/malfunction?

sorry for bring this threat alive but does ANYONE have any idea's about code P1167? i have a 99 accord throwing that code CAN'T figure out why... tested EVERYTHING used the computer and tested wires etc... nothing found ANY ideas?

So its a p1167 and not the p1167 or is it both?

For p1167 check pin 1 and 2 of the sensor and see if there is continuity to ground. Pin 1 is blue, pin 2 is red.

for p1166 check fuses No 4 d/s dash ECM/cruise, No 6 P/S dash LAF Heater, and under hood power seat fuse.
