2000 Rodeo diagnostic jumper terminal location

The Haynes Repair Manual does not give a good description as to the location of the jumper terminal block. When jumped enables the codes to be decoded by flashing the CEL. The manual describes three types of connections (A->B on ALDL, 1->3 on a 3 wire connector, and a taped male/female connector.) I have looked, but have not found any of these connections per the location given in the manual. Please help with location, color of terminal block and # of wires, and the color of the wires to jump, resources are limited in the Virgin Islands??

There has not been a "jumper terminal" since 1995. You have to locate the OBDII plug connection on the lower dash pointed at the drivers' knees. Only way to retrieve codes is with a OBDII code reader / scan tool on 1996+ vehicles.
