Maybe it has a restrictor plate like in nascar that reduces horse power.

The Top Secret Supra doesnt race in the JGTC. I have no idea why they even call it a GT300. But I know for a fact it doesnt race in the JGTC and it never has. I think it was just a project they built.

The reason it is a called a GT300 supra is it is inspired from that series. It has a wide body kit which top secret make which is a road legal interpreation of the GT300 supra.
