power locks

I have a '95 Grand Cherokee. I took the door panels off (to try and slow down rust), unplugging the window and door lock connections. When I plug them back in, I can unlock all the doors from the driver and passenger sides but not lock them from either side. The wires are fine and so is the fuse. Any ideas on what the problem may be?
