96 Dodge 2500 Heater Blows Warm Air not Hot!

Can someone help me with this problem! Just installed a factory thermostat and the engine is running at the proper temperature. The problem seems to be inside the cab. The top incoming water hose is hot, the bottom outgoing hose is luke warm. Guess, that's why I'm only getting warm air blowing out of the vents. Is this a heater core issue, or could it be something else? Thanks for your input....

It could be a block in your heater core, or it could be as simple as a problem with the linkage attached to the temperature selector (hot/ cold lever). If it's not fully opening , you'll be getting a mix of hot and cold air.
