Wipers not working

Anybody have any ideas why my wipers are not working? The fuse is good, the wipers barely move and then stop. After turning the switch back to off they seem to want to reset themselves but don't.
Is it the wiper motor or a relay?

sound like the motor, take off the wiperblades and see if the pivots move freely (or better). or just take it out and bench test it.

I called the Saturn dealer near me and they suggested that it was the wiper transmission and not the motor since the wipers try to move.
Not cheap to replace...$250 for the transmission(dealer only) and 2 hours labor at $85.00/hr.

Is it difficult to replace the wiper transmission? I have the wipers & cowl off the car now, and can see the wiper linkage, and the motor hidden under the linkage/windshield.
