code 20

My ecu is blinking a code 20, I searched the forum but couldn't find any helpful threads on troubleshooting this. Have had my '89 civic dx for around 2 years and it runs fine (not fast but fine [ie. bone stock]). I know a code 20 is electrical load but since its completely stock I can't see why this error code would come up. Anyone got any helpful hints on what I should be checking to diagnose this?

11 views and no one has the slightest hints where I should start? I reset the computer thinking maybe the last guy had fixed whatever it was and not reset the ECU but it still blinks 20. Anyone?
