93 Camry Radiator Fan's always on

Hello, the radiator fan comes on right from start and keeps on running. Killing my gas milage. I thought it would have been a thermostat problem because i changed the radiator (along with the thermostat), but didn't help. Anyone had the same problem and have any info? Thanx for any help.

Check the ECT connections on the fan and the ECT switch.

Check continuity of the ECT switch on the passenger side of the radiator lower tank. When the engine is cold, there should be continuity between the contacts. If there is no continuity, replace the ECT switch.

Check continuity of the cooling fan relay. Remove the relay from the box next to the battery. The relay is at the rear of the box, next to the fender.

Looking at the relay from the contact side with the horizontal contact up, the left to right vertical contacts are numbered 1, 2, 3; and the horizontal contact is number 4.

There should be continuity between contacts 1-2.
There should be continuity between contacts 3-4.

Apply battery voltage between contacts 1(-) and 2(+). There should be no continuity between 3-4.

If any of the above fail, replace the relay.

It will also run if the A/C is on.
