roof rack leak...need help

I have a 1990 Celebrity Station Wagon with a roof rack that's been leaking pretty badly lately. The fabric on the roof of the car is all shot, what's an easy fix for this?

Remove the roof rack, reseal the holes drilled in the roof, and reinstall the roof rack.
