I would call a quality shop where you live that installs tints and ask them.

Unfortunately you can get ticketed for having any tinting on Driver or front Passenger windows. I got away with light tinting on these two window for a couple years before getting popped. The real dark tinting on the front side windows will get you nailed a lot faster. You can thank your criminal element for this one.

I used to detail cars in Georgia, and I shared a building with a window tinter. I learned a lot about tinting and whatnot, and I can safely say that the laws vary in each state. I don't know about CA's laws, but for "passenger vehicles" you can generally have darker tint in the rear windows, and lighter tint up front. The windshield is usually untouchable except for a 5-7" strip on the top. Another thing I find comical is that the laws specify the allowed darkness level, but every tint roll I've seen is in a multiple of 5, where some states require 18% or maybe 23%.
My advice to answer your question is to call a tint shop, and ask them what the legal limit is, and then what they can do. Not every place abides by the laws.

I work with the police and highway patrol.
Here in Oregon, any after market tinting is illegal. However, that does not stop auto body shops or glass places from offering window tinting.
In california it is illegal on either the front windsheild or on the windows to the left or right of the driver. The rear windows can be tinted provided there are side view mirrors on both the left and right side of the car. Your car now screams look at me and write me a ticket for anything you can find. The police now have a legal reason to stop you at any time. No complaining that the police are picking on you. ;)

A cop probably can't tell on the scene whether you have a 15% tint or a 20% tint either, so it is a matter of leniency or judgement on his part whether he writes you up for that. Play it safe unless you like to be in close proximity to cops.

California law is that front side windows must allow 70+% of light in. Back windows and rear window can be any darkness.
THere is this http://www.tintcenter.com site has the official CA laws as well as laws for all the states.

Most cops in CA won't ever pull you over for front window violations. I have 35% in the front window, and cops don't give me a second glance; however, one thing to remember is that if you do get good tint with lifetime warranty.
Many window film manufacturers void this warranty if the darkness is not legal in your state. Just something to keep in mind.

California Vehicle Code says 88% as per 26708.d.1. Federal Motor Vehicle Safety Standard (not CVC) says 70%. CVC 26708.d.2 quotes FMVSS but does not adapt FMVSS rules.
