lights go off on the dash board(hi gear)

my transmission gear lights keeps going off and on the dash board .1990 honda accord lx have gone to honda dealer1 year ago.due to the gear won't downshift and they replace the chip. and now the lights is blinking on the dashboard kinda come and go and does'nt shift to high gear when i swicth to sports.
anyone body can tell me what wrong with it? very much appreciated.
