I'm past the 500 mile mark on my SV 650S so I just set up my first maintenance appointment with my dealer. He said it will cost $250 !!because they "go over everything again". This is my first bike and didn't expect this expense. Is this normal or am I being taken for a ride? No pun intended.

No, they usually check the gaskets and most of the rubber internals and externals to make sure they are not cracking or wearing wrongly. Expect another one at 1500-2000 depending on the bike.

$250 is about the average cost for this maintenance check. They really do look over EVERYTHING on the bike. They tighten down anything that may have vibrated loose and that sort of thing, besides checking the engine over.
